The Arkansas Nutrient Reduction Strategy (ANRS) provides a strategic, science-based framework to reduce nutrient loading in Arkansas’s waters. Initiated through the 2014 Arkansas Water Plan and in coordination with the Gulf of America Hypoxia Task Force, ANRS guides collaborative efforts to improve water quality for environmental, economic, and public health benefits.
The ANRS is not a regulatory document, but a strategic guide that supports voluntary and incentive-based solutions.

Strategy Overview
The ANRS focuses on grassroots implementation, local partnerships, and a sustained, science-based approach to nutrient reduction. It emphasizes:
- Strengthening existing programs
- Promoting voluntary, cost-effective practices
- Adapting strategies over time
- Leveraging financial/technical resources
- Pursuing market-based solutions
This integrated approach relies on strong local engagement, particularly from Arkansas’s conservation districts, and supports collaboration across public and private sectors.
Strategy Goals
- Tier 1 Watersheds: Increase or maintain downward nutrient trends
- Tier 2 Watersheds: Enhance monitoring and reduce nutrient levels
- Statewide: Continue reduction efforts across all watersheds
