Liquid Animal Waste Management System Program

The Liquid Animal Waste Management System (LAWMS) Program was transferred from the Arkansas Department of Energy and Environment to the Arkansas Department of Agriculture through Act 824 of 2023. The rules implementing the LAWMS Program are located here. Provisions of this rule are applicable to the operation of swine, poultry, or dairy farms or other confined animal operations using liquid animal waste management systems. This rule is not applicable to commercial waste hauling or commercial land application companies.

The operator of a confined animal operation constructed and operated as authorized by permit in accordance with the provisions of this part shall not allow or cause a point source discharge from any part of the liquid animal manure management system.

Annual Reporting

Annual reports for the previous calendar year shall be submitted to the Department prior to May 30 of each year. The annual report must include the following:

  • Manure waste/wastewater analyses conducted under this part
  • Locations, volumes, and nitrogen application rates for the previous year
  • Methods of application and types of crops grown on each land application site

Watershed Specific Information

The Buffalo National River Watershed means the area within United States Geological Survey Hydrologic Unit Code 11010005. The Department of Agriculture shall not issue a permit pursuant to this part for a new swine confined animal operation in the Buffalo National River Watershed. The Department of Agriculture is not prohibited from issuing a permit renewal or modification for a confined animal operation in the Buffalo National River Watershed with an active permit as of the effective date of <insert date>. A permit renewal or permit modification issued pursuant to this section shall not increase the number of swine permitted at a facility.

Draft Permit Information

The Department will post information on any LAWMS permit applications, public notices, draft permitting decisions, and final permitting decisions below. Public comments on draft permit decisions will be accepted beginning on the day the draft permit decision is posted, until thirty (30) calendar days after the notices. Public hearings on the draft permit decisions may be conducted at the discretion of the Department. A final permitting decision will be completed after the thirty (30) day public notice period.
