Liming Materials Program

  • The Arkansas Agricultural Liming Materials Program ensures that liming materials used in agriculture in Arkansas meet required quality standards to effectively neutralize soil acidity.

REGISTRATION OF LIMING MATERIALS

Before selling or distributing liming materials in Arkansas, manufacturers, importers, or other guarantors must register each product with the AR Department of Agriculture’s QCC Section. Additionally, vendors who apply liming materials for others must obtain a vendor’s license.

Registration and licensing must be renewed by June 30th of each year.

All manufacturers, importers, and guarantors of registered liming materials in Arkansas are required to submit quarterly reports detailing the total amount of lime distributed within the state. These tonnage reports ensure transparency, help fund soil testing and research, and support enforcement of quality standards. Each report must include the total tons (or fractions thereof) sold and be accompanied by the required inspection fee. Late or underreported tonnage are subject to doubled fees and may result in penalties or registration cancellation.

Forms submitted via email: Payments to the program may be made using the online payment portal link below.

Forms submitted via post mail: Mail your check or money order with the associated form to the Department.

PROGRAM FEES / TONNAGE FEES

  • Product Registration: $15.00 per liming material (registrations expire June 30 annually)
  • Tonnage Fee: $0.30 per ton or partial ton of liming material distributed (reports due quarterly throughout year)
  • Late Fees: Double tonnage fee for late reports; $0.60/ton

Online Payment Portal Instructions

  1. Complete all fields in the payment portal, ensuring your name matches the name on your submitted application. Make sure no information is left blank.
  2. When prompted to search for a product, search for “LIME.
  3. Select the product line needed: either “LIME QUARTERLY TONNAGE” or “REGISTRATION OF AGRI LIMING MATERIAL.” 
  4. For quarterly tonnage payments, calculate your tonnage amount for all materials or products distributed within the state for the quarter. Set the total quantity to reflect the total tonnages distributed for that quarter.
  5. For product registrations, total the number of products you are registering, and set that total as the quantity amount. For example: Five (5) Products Registered multiplied by $15.00 = $75.00 total
  6. Scroll to the bottom of the page, click “update,” and verify the Total Amount.
  7. Click “Pay” and enter your Card/Billing Information. 
  8. Retain the payment confirmation information with your files. You may be asked to provide a Receipt or Confirmation Number.

PENALTIES & VIOLATIONS

Anyone who violates any part of the Liming Materials Act may be subject to the following penalties:

  • First Offense: $100
  • Subsequent Offenses: Minimum fine of $300 per violation

DEFICIENT LIMING MATERIALS

If a liming material is found to be deficient by 5% or more based on official laboratory analysis:

  • The manufacturer, importer, or guarantor must pay twice the value of the deficiency
  • Half of the penalty goes to the consumer and half to the Department
  • If the consumer cannot be identified, the full amount is paid to the Department
  • Compensation to the consumer must occur within 30 days, and proof must be submitted to the Department within 45 days

LATE OR INNACCURATE QUARTERLY TONNAGE REPORTS

  • Tonnage reports are due 30 days after the end of each quarter
  • Late or underreported tonnage are subject to double the required fee
  • Failure to report or allow audits by the Department may result in registration cancellation
