Proposed Amendments to 17 CAR Pt. 1, Veterinary Medicine Rules

Notice is hereby given that the Arkansas Department of Agriculture is amending the Veterinary Medicine Rules, 17 CAR Pt. 1. Act 19 of 2025 amended Arkansas Code §§ 17-101-306(d)(3) and 17-101-319(b)(3) to permit a supervising veterinarian, when utilizing indirect supervision, to authorize a veterinary technician or veterinary technologist to go to other locations to provide emergency services. The act requires amendments to 17 CAR § 1-114 to add the emergency services language. Amendments to 17 CAR Pt. 1 were also made to incorporate veterinary telemedicine standards added by Act 18 of 2025, modernize record keeping requirements, eliminate outdated controlled substances processes, and streamline license types consistent with the Arkansas Veterinary Medical Practice Act, Arkansas Code § 17-101-101 et seq. Finally, the fee schedule for veterinary medicine licenses, certificates, registrations, permits, examinations, and renewals was removed to simplify the Arkansas Board of Animal Health’s annual fee review required by Arkansas Code § 17-101-203(3).
